I don't know if it's the "best in the bay area", but it is quite good. They sometimes get really busy and you have to wait even if you have a reservation, but the staff is really good and the food is excellent. The Kobe steaks aren't worth the price, but the regular steaks are very good and the scalloped potatoes are wonderful.
